Runner Terms of Service
Effective date: July 27, 2026
These terms govern your use of Runner's website, dashboard, and API (together, the "Service"). By requesting access to, or using, the Service, you agree to these terms. If you're agreeing on behalf of a company, you're confirming you have authority to bind that company.
1. What the Service does
Runner is an API that turns web pages into clean, usable data on request. Depending on the endpoint you call, the Service can:
- Return a raw fetch of a target page through our residential network, with no parsing applied.
- Return a page's content converted to clean HTML, plain text, or Markdown.
- Return the set of links found on a target page.
- Route a request through a specific country's residential exit, where that country is available in our pool.
What the Service does not currently do. We fetch pages over HTTP; we do not execute JavaScript. Pages whose content is assembled in the browser (single-page apps, infinite scroll, content loaded after page load) will return only the markup the server sent. We also do not fetch linked media files (images, video, audio, PDFs) as a separate product. If a capability matters to your use case, confirm it is available before you rely on it.
We may add, change, or retire specific endpoints or capabilities over time. We'll give reasonable notice before removing a capability you're actively billed for.
2. Access and changes to the Service
Access is currently invitation- and request-based; we don't guarantee availability to any applicant. We may modify, suspend, or discontinue any part of the Service at our discretion, and we aren't liable for downtime, maintenance windows, or discontinued features, though we'll make reasonable efforts to give notice for planned changes.
3. Your account and API key
You're responsible for keeping your account credentials and API key confidential and for all activity that occurs under them. Notify us immediately at [email protected] if you suspect your key has been compromised. We may rotate or revoke a key that we believe has been exposed or is being misused, and will help you issue a replacement.
4. Intellectual property
Runner and its underlying technology are our property or that of our licensors. Nothing in these terms transfers ownership of the Service to you. We respect third-party intellectual property rights and will act on valid infringement claims, including suspending or terminating accounts found to be repeat infringers.
5. Eligibility
You must be at least 18 years old, or at least 13 with verifiable parental or guardian consent, to use the Service. By using the Service you represent that you meet this requirement, that you have the authority to enter into these terms (personally or on behalf of your organization), and that nothing prevents you from using the Service under applicable law.
6. Accuracy of information you give us
Any information you provide when requesting access, creating an account, or contacting support — including your identity, company affiliation, and payment details — must be accurate, current, and not misleading. You agree to keep it up to date.
7. Acceptable use
You may use the Service to fetch and convert pages you have a lawful basis to access, within the request volume and endpoints covered by your account balance.
You may not use the Service to:
- Resell, sublicense, or provide the Service (or access to it) to a third party as a standalone offering without our written agreement.
- Copy, reverse-engineer, decompile, or attempt to extract the underlying source code, models, or infrastructure logic of the Service.
- Break any law, including data protection, consumer protection, or intellectual property law in the jurisdictions you operate in.
- Collect data to build discriminatory profiles, or to make decisions about an individual's eligibility for credit, employment, housing, insurance, or government benefits.
- Gain unauthorized access to any account, system, or network, or introduce malware, in connection with your use of the Service.
- Compile consumer reports as defined by the U.S. Fair Credit Reporting Act, or perform debt-collection or background-check activity, using data obtained through the Service.
- Use the Service on behalf of an intelligence agency or for mass surveillance purposes.
- Target pages, accounts, or individuals in a way designed to harass, stalk, or cause harm.
We may investigate suspected violations and suspend access while we do.
8. Fees and billing
Access to the Service is billed against a prepaid balance on your account, denominated in credits. Metering is by volume delivered, not by request count: one credit corresponds to one mebibyte (1,048,576 bytes) of content returned to you, subject to a small per-request minimum. A request that returns more data therefore costs more than one that returns less.
New accounts receive a one-time allocation of free credits so you can evaluate the Service. Free credits carry no cash value, are not refundable or transferable, and may be withdrawn if an account is used abusively.
Failed requests are never charged. If we cannot return a usable result — the target page blocked us, timed out, could not be resolved, or returned an error — no credits are deducted for that request.
Because the amount of data a page will return is not known until it has been fetched, we deduct credits after a request completes rather than reserving them in advance.
Prepaid balances don't expire. We don't offer cash refunds on unused balance except where required by law or where we discontinue the Service entirely, in which case any remaining balance will be refunded on a pro-rata basis. You're responsible for any taxes applicable to your purchase, other than taxes on our net income.
Payments are handled by a third-party payment processor; disputes about a specific charge or payment method are subject to that processor's terms as well as these.
9. No warranty
The Service is provided "as is." We don't guarantee that every request will succeed — target pages change, block automated access, or go offline for reasons outside our control — and we don't warrant that results will be complete, accurate, or fit for any particular purpose. To the maximum extent permitted by law, we disclaim all warranties, express or implied, including merchantability, fitness for a particular purpose, and non-infringement.
10. Limitation of liability
To the maximum extent permitted by law, Runner's total liability arising out of or related to these terms or the Service is limited to the amount you paid us in the six months before the claim arose. We are not liable for indirect, incidental, special, consequential, exemplary, or punitive damages, including lost profits or lost data, even if we were advised such damages were possible.
11. Assumption of risk
You use the Service, and act on the data it returns, at your own risk. You waive any claim against Runner arising from your use of results returned by the Service — including claims based on our negligence — to the extent permitted by law. This waiver extends to risks you don't yet know about or suspect at the time you accept these terms.
12. California residents
Under California Civil Code Section 1542, a general release does not extend to claims a party does not know or suspect to exist in their favor at the time of signing. To the extent Section 11 operates as such a release, you knowingly and voluntarily waive the protections of Section 1542. California residents may also reach the Department of Consumer Affairs Complaint Assistance Unit at 1625 North Market Blvd., Sacramento, CA 95834, or (800) 952-5210.
13. Indemnification
You agree to defend, indemnify, and hold Runner harmless from third-party claims, damages, and reasonable legal expenses arising from your use of the Service, your violation of these terms, or your violation of any law or third-party right. We'll invoice you for costs incurred defending such claims; unpaid invoices may be referred to collections, with associated costs added to the amount owed.
14. Suspension and termination
We may suspend or terminate your access to the Service, with or without notice, for violation of these terms, suspected fraud or abuse, non-payment, or legal or regulatory reasons. You may stop using the Service at any time. Sections that by their nature should survive termination — including ownership, indemnification, limitation of liability, and dispute resolution — will survive.
15. Ownership of submitted content
You retain ownership of anything you submit to the Service (target URLs and the request options you send with them). To operate the Service, you grant us a worldwide, non-exclusive, royalty-free license to process, transmit, and store that content solely for the purpose of returning your result, making it available to you afterwards, and operating the Service as described in our Privacy Policy. We do not claim ownership of results returned to you.
16. Third-party content
Results returned by the Service reflect the content of third-party web pages at the time of the request. We don't control, endorse, or verify that content, and we're not responsible for its accuracy, legality, or availability. You're responsible for how you use it.
17. Copyright complaints
If you believe content accessible through the Service infringes your copyright, send a notice to [email protected] with enough detail for us to identify the material and evaluate the claim. We'll respond promptly and take appropriate action.
18. Assignment
We may assign these terms in connection with a merger, acquisition, or sale of assets. You may not assign these terms without our prior written consent. These terms bind and benefit both parties' successors and permitted assigns.
19. Governing law and venue
These terms are governed by the laws of the State of Delaware, without regard to conflict-of-law principles. Any dispute not resolved under Section 20 will be brought exclusively in the state or federal courts located in Delaware, and you consent to personal jurisdiction and venue there.
20. Resolving disputes
Before filing a claim, contact us at [email protected] with a description of the dispute. We'll try in good faith to resolve it informally within 30 days. If that doesn't work, either party may proceed to court as described in Section 19.
21. No class actions
Any dispute must be brought on an individual basis. You agree not to bring or participate in a class, consolidated, or representative action against Runner, in any forum.
22. Waiver
If we don't enforce a provision of these terms on one occasion, that doesn't waive our right to enforce it later. Any waiver must be in writing to be effective, and applies only to the specific instance given.
23. Severability
If any provision of these terms is found unenforceable, it will be limited or eliminated to the minimum extent necessary, and the rest of these terms will remain in effect.
24. Entire agreement
These terms, together with our Privacy Policy and any order form or agreement you've separately signed with us, make up the entire agreement between you and Runner regarding the Service, and supersede any prior agreements on the same subject. If a signed order form conflicts with these terms, the order form controls for that account.
